Harbour Craft at Hong Kong.

Is there any other reason besides the fact that the Governor of Hong Kong may eventually refer to the same

subject in the course of a despatch which will be a "corollary" in the consideration of reinforcement-finance, for sending

me this enormous document?. If not, it is obviously unnecessary for me to spend taxpayers' time on it.
